Funding and recruitment are different series
The bill authorizes 5,400 central ministry posts, against 8,000 in the 2026 Act. The 32.5% decrease concerns new authorized posts. It does not mean a 32.5% fall in all health staff.
AMO administrator and contribution scheme are different
The note reports a 1 February 2027 start for law 54-23 unifying administration under CNSS. This refers to separate legislation. It does not establish that private-sector AMO rates apply to public employees.
