Understand tax advances and their cash-flow effect.
A 5% advance: what is the immediate effect?
An advance, not an additional final tax cost.
VAT: see withholding versus tax actually due
Illustration · proposed · where VAT applies
Excess withholding is not necessarily a final cost
This example does not determine whether your activity is subject to VAT. It explains proposed restitution of excess withholding, on request.
Distribution plans · 2027
From producer to basket: where can prices change?
Seasonal plans for cereals, potatoes, onions, tomatoes, red meat, sardines and olive oil aim to anticipate shortages.
Six regional distribution companies to be launched, cold storage and direct producer-retailer contracts. Lower losses may reduce costs, without guaranteeing a lower retail price.
Monitor producer, wholesale and retail prices, stocks and margins. The announced aim is transparency and competition, not a quantified basket discount.

The bill proposes permanent import-VAT exemption for live cattle, sheep, goats and camels, and their fresh, chilled or frozen meat and offal. This targets import cost; retail prices also depend on transport, supply and margins. No retail price reduction percentage is guaranteed here.
PDF 246 ↗Explanations and conditions
Companies and importing traders within articles 170-I-B and 173-IV. Exceptions and import history matter.
Read the conditions before multiplying by 5%
The mechanism covers the 60 months after the first import. Thereafter, presenting a recent tax-compliance certificate matters. The described scope excludes economic customs regimes and investment goods.
Credits and refunds depend on the regime
For companies, the text provides credits against corporate-tax instalments and the remaining balance. For traders under income tax, interaction with minimum contribution is different. The provisions include refund rights subject to their conditions.
Hydrocarbons: a targeted measure
The proposed 40% corporate-tax rate concerns hydrocarbon importers or distributors with net profit of at least MAD 100 million, for financial years starting from 1 January 2027. It does not predict pump prices.
