Studying: what the numbers actually show
Scholarships reach more students
+18 756 · +4.56%
Reported baseline, not a new 2027 quota. More recipients does not mean every student gets a scholarship or that individual amounts rise.
Direct social aid is a separate programme for eligible households. Student status alone does not establish eligibility.

2026 → 2027: what moves?
National education
bn MAD · Bars start at zero+4.60 %Nominal change
Two scopes to distinguish: the note’s narrative (PDF 66) reports MAD 106.9 billion for national education. Its annex (PDF 269) lists MAD 103.240362 billion for “Education and vocational training”, covering operating expenditure and investment payment appropriations. The gap is MAD 3.659638 billion. The reviewed documents do not yet establish how these scopes reconcile. These amounts are neither interchangeable nor additive.

Explanations and conditions
Pupils, families and national-education staff. This is not the entire university system.
97.2% of the increase, not the total budget
4.57 ÷ 4.7 is around 97.2% of the increase. The remaining MAD 0.13 billion represents the other components of that increase. It would be incorrect to say that 97.2% of the entire budget goes to salaries.
An appropriation does not describe learning outcomes
Appropriations are planned resources. They do not prove completed classrooms, smaller classes or already improved learning. Academy recruitment and central ministry posts must also remain separate.
